Implement rounding in xml serialization

For numbers with uncertainty, the values and uncertainties should be properly rounded to 2 significant digits. This needs to be done by casting into decimals and properly constraining them, since use of sprintf syntax only allows constraining digits behind decimal separator in python xmlschema lib
