Standard uncertainty mandatory in coverage interval

We got the feedback that the standard uncertainty in the coverage interval type shall be mandatory and not optional. This would improve the general compareability and usability of these uncertainty statements.

In the case of the expanded measurement uncertainty the standard uncertainty can always be calculated from the values. This must also be possible for the coverage interval uncertainty statement.
